I know she was mentioned once, but why she didn't make her appearances in episodes of season 3? Was she a forgotten character?

Both Helen and Jim appeared in season 3 of "The Bionic Woman" Deadly Ringer.
At some point after the events of "The Bionic Dog" and prior to the events of "Dead Ringer" and "Date With Danger (Part II)", Jim Elgin and Helen Elgin apparently both died for reasons never revealed. Their deaths are never addressed directly on either series, but later dialogue suggests they are deceased.
shareThis was strange considering both Ford Rainey and Martha Scott lived to be 96 and 90, respectively. They both survived for many more years and were definite assets to the show.

shareI think it was a way for the production to save money. I'm pretty sure Welcome Home Jaime is the only BW episode both Helen and Jim appear in. Helen is in Bionic Beauty and Deadly Ringer but Jim isn't. Jim is in Jaime's Sheild and The Bionic Dog but Helen isnt.

shareFirst off, I don't think Jim and Helen really died in season 3- they just weren't shown anymore. The show in season 3 focused more on sci/fi plots, plus with the move to NBC, they wanted to distance themselves from Steve's show, which remained on ABC. If they had died, the show would have at least mentioned their deaths. Plus, Jaime would probably have moved from the coach house, since she didn't actually own it.
As for the episode where Steve mentioned his parents were dead, it was near the end of the 5th and final season, in an episode about poltergeists. A woman claiming to be a psychic asks Steve about his experience with death, and he nonchalantly says his parents are dead. To me, he said that because he was trying to see if she could tell he was lying, to test if she was a real psychic or a phony. The other way to take it is that he meant just his father was dead, which is true, his biological father had died- Jim was his step-father, so he was still alive.
