Oded Fehr from "The Mummy" would probably be great in the role of the Raisuli, and he would at least be close to the right ethnicity. He is Israeli, but he is also Middle Eastern.

This is Mulai Ahmed er Raisuli. He looks NOTHING like Oded Fehr.
The film takes place in AFRICA. You know what AFRICANS look like (Some of the population in North Africa is pale-skinned. This is due to Arab/Mameluk/Ottoman Turk invasion, and millions (yes, millions) of European slaves brought there by the Rif-pirates, Moors, Barbary pirates and the Ottoman Empire. Also, Europeans, who colonized countries in the north also settled there (duh). There are no pale-skinned indigenous peoples to Africa. None, zip, nada.)

Sean Connery didn't resemble the Raisuli, either, but he was great in the role. I hope this film is never remade, but if it were to be, I think Fehr has the quality of rakishness and the sense of honor that Connery brought to the role. Most actors playing historical characters, don't resemble them. The one exception in the case of this film is Brian Keith as Teddy Roosevelt.
