Not understanding their motives *spoilers*

The audio for this was so bad, and I saw it late at night so I must have missed a lot.

What was the cult's motive for sacrificing Jenny?
Why did it have 'to be her', as opposed to others?

Why was she drugged so many times?

How did the old woman just happen to be in her cell? Were the police in on it too?
I thought I heard one of the cops say to put her in a cell with the 'others'.

"I'd say this cloud is Cumulo Nimbus."
"Didn't he discover America?"
"Penfold, shush."

I think I may be able to help a bit. My feeling is that the reason Jenny is "so perfect" is that she strongly resembles the first victim from decades earlier. (The vicitim's ghost is also played by Laurie Walters.) Not sure if both cops were in on it, but the younger one certainly appears to be. He's the one who "finds" the marijuana during the end credits, and earlier the old woman and/or John references "Luther and the others" (meaning other cult memebers.) Luther is the younger cop, although I'm not sure if he is called by name except near the beginning of the film when the Jenny and John get pulled over. (That scene is in the VHS release but not the DVD.)

I agree that it must have been the resemblance of Jenny to the ghost bride that is the reason they really want her. I don't quite why Jenny doesn't admit to seeing the ghost bride at one point to any of the others. Especially to John. Because the old woman has a knife in the cell I think the police must have been in on it.
