is this the one???

i have been looking for a move for a long time and someone said this may be the one.
all i can remember is there is a woman who keeps receiving phone calls from a man in a whispery voice. he finally catches up with her and i think takes her to a field and cuts her hair. i think the woman has dark hair and there is a staircase in the house where she is at. i saw the movie in the early to mid 80s. it is not "when a stranger calls" any help would be greatly appreciated.
