The movie was originally a Television Movie and so shot in 2 parts, though you might as well call them "Act 1" and "Act 2" since they're both parts of the same movie, always shown together, etc.
The film was originally made as a Television Movie and so split into two parts in order to have some break (no commercial breaks in the Soviet Union, heh) and a kind of "Intermission" but whenever the movie is shown now, Part 2 goes right after Part 1.
This idea of an intermission was rather common in Russian movies for a time, and "Diamond Hand" actually parodied it (seeing as how Part 2 is only about 5 minutes long, whereas usually they're the same length)
