Why did he disguise himself as a US Army Major?

Why did the Savalas character disguise himself as a US Army Major Dunbar when the Nazi target was inside Siegfried Prison inside East Germany? I saw this movie but I forgot the details. All the while my memory was telling me he was trying to get into Spandau Prison in the Allied sector, West Berlin.
