Maybe, but Grosso not being in Part II makes sense. At one point in the movie, it is revealed that Doyle is sent to Marseilles as a decoy to lure out Charnier. Therefore, sending both Grosso and Doyle to France wasn't necessary. Charnier may or may not have known what Grosso looked like, but both Doyle and Charnier could recognize each other. Grosso was also a calming influence on Doyle, and calm is the opposite of what they wanted him to be. Doyle wasn't sent there to crack the case so much as to draw Charnier out in the open. They hoped Doyle's hot-headed, impulsive nature would cause Charnier to lash out and make a mistake. They were right. Charnier had already proven he would target Doyle personally from the first film, and he did so again (with a twist) in the second film. Charnier thought hooking him on drugs instead of outright killing him would solve this problem, but it didn't.
