Pit bulls mauling Lieutenant Franks

Richard Jaeckel played corrupt Police Lieutenant Franks which was a horribly written role. He’s excessive and over-the-top in every scene. Asked to bring Harper to the Police Chief for questioning at a crime scene, Franks finds him in a pool hall with other people around and decides to shoot at him while his back is turned and for absolutely no reason. His initial substantive line to Harper is this gem: “Now you listen, I can fix it so you won’t get no pleasure pissin.’” Aside from the unintended rhyme, what the hell does this even mean? Just horribly written. In the end, the movie doesn’t know what to do with the character so, almost out of the blue, the writers have him mauled to death by some pit bulls left unleashed on the boat belonging to the crime boss with whom he was conspiring. It’s a ridiculous and contrived termination of a meaningless character.
