Why can't people just stay inside?

There ae literally millions of miles of roads in the U.S., and only a small fraction of those miles constitute the Interstates. Given the minuscule chance that any given road will travelled by a racer, I'd imagine many felt the odds were slim that something would happen to them.
shareThat is how Eisenhower constructed the U.S. Highway system with many roads in the United States. Plus, there are roads connected to the blood lines of the main highways. I am sure in the major cities there would be plenty of people to run over. Where as a country road I do not think that there would be too many people on the side of the road to hit unless car problems or a flat tire.

It's a Roger Corman operation. Nothing about the film has to make any sense--as long as it makes money.

Come on now. The fisherman? He was just fishing.
The construction crew? They weren't expecting a racer to show up.
They weren't out there to watch. It's way more believable that they thought they wouldn't see a racer that day. But I still wouldn't show up to work on a road during that day. It was announced the drivers had their favorite routes and it was the beginning of the race when the construction worker got whacked where it's pretty predictable where they would be.
It's poor writing and directing. The construction workers should have been at least seen looking nervous, having possibly been forced by American law to go to work those days no matter what or paid more. But imagine trying to get some work done and then your crew members get killed? The whole project would have to be postponed. One wouldn't want to send road worker out that day unless they want them killed.
This movie was just so poorly directed that one has to call it campy to excuse it's quality. Grindhouse style productions may seem extra amusing now because it's sorta funny to create films done so poorly with today's high standards, but this film is just tiring to watch.
The acting, the action sequences, the odd character decisions... It was just bad. The premise was fun and seemed engaging, but the end result was just not very entertaining unless you are watching it to laugh at how bad it was. I'd give it a 5/10, a generous rating just because the plotline sounded like it could be pulled off well by the right people with the right budget.
It's not a documentary. In reality, there wouldn't be construction workers at the side of the road on top of flimsy ladders, etc. It's best not to over-think B-movies. Just check out the topless ladies and watch people get squished.
