He appears briefly in the first half, but his role increases quite a bit in the second half. His character isn't very prominent, but Sly does a decent job with what he was given to work with.

Stallone had lots of scenes in "Lord's of Flatbush", he was the second character with more screentime after Perry King, so the answer is yes! he had less scenes in "Al Capone" than "Lord's".

Hi, do you recall if Stallone kills anyone in this one? I'm making a Stallone kill-count supercut, and skipping this movie would save me a ton of time.
