Is the giant cockroach that starts fires and says, 'Good. Good.' in Family Guy a reference to this movie?

Of Course it is....Cockroach Arsonist this is first movie I thought of.. and Seth Loves stuff from this era of TV Movie Which it would probably be a regular on TV in his youth.
