Plan 9 from Underwater?

I'm not sure, because I haven't seen every movie, but I think this could be the worst movie ever released.
The budget is obviously bigger than the legendary "Plan 9 from Outer Space," but the use of stock footage is far crappier than anything Ed Wood ever did, especially when it's used "symbolically" in parallel to the attempt at a plot.
The actors deliver their lines better than the actors in smaller roles in Plan 9, but the direction and editing is horrifying. There are several instances of the edit including actors standing around waiting for their cues.
The flow of the story, in the editing, is worse than Plan 9, and Ed Wood had to deal with the death of his star. Other than the monster costume, the effects were almost non-existent. The wounds from the monster attacks were particularly laughable.
Advances in technology allowed "Zaat" to be filmed at night rather than day-for-night with filters like Plan 9, but apparently the expense of lights precluded shooting second takes at night; e.g., the scene where the monster stumbles out of the water and the hippies march to jail clapping off-time. The hippie song should have been, "(I'm Being Followed by a) Boomshadow" to foreshadow the hospital scene. They must have burned out their lights when it was time to begin the "hot-on-the-trail" chase sequence, which began with 9AM or 3PM shadows.
There was also a message in there decrying pollution, but mostly the message seemed to be about the desire of wacky scientists to become amphibian.
