What's With This Color Scheme?

Bogdanovich wanted a black-and-white feel to the film, since the 1930's musicals he was paying homage to were shot this way. Maybe the studio didn't want the film to be shot in b&w, and this was his way to make it close to being monochromatic as he wanted it to be.
