Why was Walter replaced?

The Jackie Cooper "version" of the Walter Carlson character in the pilot movie was considered to be "too evil" for the series, as the character was viewed by audiences as a dislikable opponent, rather than as an ally and friend.

So, Craig Stevens was brought in as a "kinder & gentler" administrator/supervisor for the doctors, and that formula worked with audiences.
