That wacko mayor

So, if the mayor didn't believe that Jingle and Jangle were elves, and that they would arrange a snowfall, why did he run around town singing that it was going to snow? Was he trying to become a laughingstock? Was he trying to destroy his chances for re-election? I've always wondered about his thinking there.
