Was this shot on Super 8mm Sound?!?!

The specs state this was shot on 35mm. Surely, the Fox Movie Channel could come up with a better print than what they are showing? The opening titles had a strobe to it that looked like a bad 8mm/16mm transfer. The sound is washed out, the lighting is dark and the film is in bad shape. The opening scenes in Forsythe's office are so dark that you can't see any detail.

All I can think of is that this was initially shot very poorly and Fox is showing a copy off a 16mm print. I literally have Super 8MM sound stuff I shot in the 80s and transferred myself that look better than this.
