Klutch

I can't help but wonder if they created the Klutch character for the painter guy on PBS, Bob Ross. That is who I think of and they kind of look the same.

I had the same thought. As I recall Klutch even has a rough gravelly voice. It has to be coincidence though as "tje joy of painting" didn't start til 1983 a good 10 yrs later
