Classic Media did have the rights when they bought UPA's Toho stuff. But, sadly, the rights reverted back to Toho when Classic Media didn't renew the rights.
EDIT: Also, it was only the TV edit, The Last Days of Planet Earth, as Toho will not sell the rights to the full Prophecies of Nostradamus version.
