The crows and New Jersey as "New Africa?"


What on Earth was that about? I get the satire in the rest of the movie, I understand what is being lampooned, but what is being referenced in the segment where he goes into "New Africa?" I mean obviously it's about race relations, but is it supposed to be the future of American segregation, a reference to the "Back to Africa Movement," or a joke about US foreign policy?

I thought it was one of the better segments/lives in the movie, but I just don't get the satire. Forgive me if it's explained in the first movie, I thought I was going to watch the first one and ended up with this movie instead.
