James to M: “Very good sir. Oh btw you open up my shit again ill shoot you with my Walther. Respectfully of course sir.”

Well I guess they don’t believe that mail is private in MI6, they knew poor James’s business before he did. Well one more thing we’ve learned about MI6 from this film is they’re very nosy bastards & they open your mail it seems.

Security measure, especially with a bullet in it.

Also, I doubt the bullet was sent to James Bond's home address, but rather to the M16 offices. Therefore, it's unreasonable to expect privacy.
