question about the motorcycle and ticket

Early in the film, Henry parks the motorcycle on the street. She takes a parking ticket off a car ahead of the cycle and puts it on the cycle.

Why does she do that?

I always thought it was because she was parked illegally, and if a cop walked by he would think another cop already gave her a ticket.

This was a clever visual gag and makes you think about her intention. I was initially thinking huh! and suddenly got it, as soon as Henry started walking across the road to the bank.
