Possibly it's a bit of both. Keep in mind that Monty Python were already on TV by the time The Milky Way came out (and heralded the start of Bunuel's move into pure comedy). I don't know if Bunuel was familiar with them, but it wouldn't surprise me if they inspired him a little (and vice versa!).
