Did Judge Hooker know?

In the scene where Sheriff Roy, the deputy, and Judge Hooker are talking at the State-Line Cafe, Hooker tells Roy about the investegator asking questions about the "accidents," and that there was nothing to tell. Someone watching the movie with me one time said it sounded like Hooker knew Sheriff Roy was pushing cars off the road. Did anyone else interpret it that way?
