They did finally...
Technically there's a shot ordered by the director where the camera follows the cop character entering a house from the sidewalk--this is while the camera moves slowly then quickly farther down the street. There's zero point to ordering the grip crew to make a shot like this!
They did. Under the film name It Lives By Night.
