Once again he's playing a put upon lawman for comedy relief.

Year before (1973) in LALD, that same yr (1974) in TMWTGG, now this film TBG, and again once more in SUPERMAN II in 1980

And in Silver Streak (1976) with Gene Wilder and Richard Pryor. He played lawmen in many other movies and tv shows. Also a prison guard in Cool Hand Luke.
