Was this a TV Movie?

And what was that scene thrown in for with the midget doctor and the Frankenstein-alike laying on the table? I got the impression this was shown on TV and this scene added for time to a foreign release, but who knows? It had nothing to do with the ... uhm ... story.

tell me about it, someone else says this makes edward d wood jr look like the best director ever, also, i've heard so much praise about the star of this, dean stockwell, among others by elvira as she introduces the movie and who have hosted this in several of her collections, so why would he star in something like this, it's an absolute mess, other things i've seen him star in are masterpieces like "the twilight zone" and "paris, texas". anyway, i rather like ed wood's movies, and this as well, especially the parts when it mostly looks like a classic werewolf movie, like his encounter with the fortune telling woman, and of course because of elvira's hosting, otherwise i never would have discovered this. on the 21st century "elvira's movie macabre" dvd, there is also a promo by elvira featured, the other movie on the dvd release is "the satanic rites of dracula" starring christopher lee, so not a bad dvd at all.
