What network did this epic first air on? Was it CBS?

I don't know but I am going to suggest that it was one of the ABC Movies of the Week. But then again Weaver was with NBC. It was probably NBC.

Dennis Weaver notwithstanding, it was CBS.

This film is part of an interesting line of descent, story-wise. I'd say it began with Hot Rods to Hell (1967), about a group of punks terrorizing a family, and Dennis Weaver got typecast into this role because of his turn in Duel (1971) http://www.imdb.com/title/tt0067023/; his reaction to persecution by the punks is very similar to how he reacted in Duel. Race With the Devil (1975) http://www.imdb.com/title/tt0073600/ continues the victimized family trend, but with an occult angle. Terror on the Beach didn't allude to the occult, but did seem to have the Manson followers in mind; when one of the punks is captured, he remarks that their group leader calls them a "family."

Probably the next descendant of this film would be George Millers famous Mad Max (1979) http://www.imdb.com/title/tt0079501/, which again, features the innocent family beset upon by a crazy gang of punks. It even retains the mannikin motif from Terror.
