I'm just discovering that a lot of the films that I thought where Hammer movies actually werent (Tales from Beyond the grave, Asylum, Tales from the crypt,The Vault of Horror and The House that dripped blood). In fact they are all from a company call Amicus. I few posts say that this is an Amicus movie however on all the stuff I have read up about them this movie is not mentioned. Also here it says that its a Paramount movie??? Is it or is it not Amicus?

Amicus was the production company for "Tales That Witness Madness" as well as all the other titles you mentioned. Paramount was the distributor who got this one into theaters and on home video.

The two post-Hammer companies you are thinking of are Cinerama Releasing, which distributed the films in America that were produced by Amicus in England, including the original Dr. Who movie, as well as "The House That Dripped Blood" and "Asylum." The reason for your confusion may be that Amicus employed the same creative talents that previously had made many of the Hammer films, such as directors Roy Ward Baker and, to further confuse you, Freddie Francis, who helmed this one, which was neither a Hammer nor Amicus/Cinerama release.
This film was an attempt to cash in on the horror film craze that was revived by Amicus/Cinerama in the late 60s and early 70s, with the above two films as prime examples.
Ironically, "Tales" was written by the British actress Jennifer Jayne, whom I remember as the older Pilgrim sister in the so-bad-it's-good sci-fi film, "The Tröllenburg Terror," aka "The Crawling Eye" in the States.
Pretty sure both 'Dr Who and The Daleks' and 'Dalek Invasion Earth 2150AD' were made by Hammer. They were definitely included in 'House of Horror: The Story of Hammer Films' (1981), which doesn't include ANY Amicus entries.
