This will be the first release of the new Etiquette Pictures label, an arthouse offshoot of the Vinegar Syndrome exploitation label. I don't know yet whether the release will be DVD or Blu-ray, but I'll post an update here when I do.
It's coming out in both DVD and Blu-ray formats on July 14. Moreover, Etiquette Pictures have just announced on their Facebook page that they are working on forthcoming releases of Coonskin and Sweet Sweetback's Badass Song for late 2015.
If it's a film I've never seen before, and I'm not sure whether I'll like it or not enough to want to watch again, I sure don't want to spend close to $30 for the chance to see it.
As an aside here, the Criterion collection used to release their newer titles in this fashion, too (blu-ray and dvd bundled in the same package), but they discovered they were shooting themselves in the foot because buyers would buy their titles and then put the extra disc they didn't want up for sale on Ebay. It really cut into their sales.

These double packs are normally $20 or less. Especially for Vinegar Syndrome and Severin. Criterion is way over priced to begin with. If you want something, pay for it, if not.....move on. Simple.
