Dracula's silly voice

What the heck is up with the scene where Dracula tries to convince Van Helsing that he's someone else by shining a light in his eyes and talking in a silly accent? And did he really think that Van Helsing's would approve of his plan to blackmail the governments into giving him control of the world?

It didn't make any sense at all to me.
