Is this the film?

Does this film have a scene with a young black woman at a police station trying to report a rape from one of the white men in the town?

One of the racist cops hands her a broom handle and he holds a paper cup. He asks her to "show me what he did" the whole time constantly moving the cup around so she can't "show him" and the cops mock her and then say something like "Don't go around making false accusations"

I want to say that the Young woman's boyfriend was there and forces the broom handle into the cup pissing off the cops.
