This seems to be chock-full of references to other movies of the time.
I was particularly struck by the scene in which McDowell ends up in the medical research centre and Graham Crowden stretches his eyelids - voila! Clockwork Orange conditioning scene!
Maybe it was because of McDowell, but i noticed a lot of similarities with a Clockwork Orange. The fact that he was reformed in prison and turned into a "Good man" and then he was kind of too good for the outside world. Also all those homeless people grabbing him and as you mentioned, the experiments...
