How did Harry not see those guys?

This is one thing that has always puzzled me about this film [one of my favs]: When Harry pulls into the parking garage where he lives [the scene where he is asked to join the vigilante group]......he does it right in front of those 3 motorcycle cops (lined up shoulder to shoulder). But when they say something (after he gets out) he actually appears surprised they are there. (And they could not have been more than 10 feet from where he parked (and he was actually facing them before he pulled into his space).) I wonder if this was just a goof [by the director] or maybe them being in the shadows (nice subliminal touch) obscured them.
