Has this ever had a UK DVD release?

Yup, as 'The Yakuza Papers' watching it now (well, not right now, I stopped the DVD to look something up, and got side-tracked). Got it from LoveFilm, and if they are renting it out, it has to be available to buy.

Yes, on DVD from Eureka video as BATTLES WITHOUT HONOR AND HUMANITY (THE YAKUZA PAPERS). The DVD was available in one of two three-DVD boxed set releases of Fukasaku's films. Picture quality on the DVD is pretty good.
