Victoria BC - bank drop box question

this particular scene I can't figure out. They're pickpocketing in Victoria. Harry hands the wallet off to Ray, who hands it to Casey, who then seems to remove the cash and dump the wallet into a bank's drop box marked "Wallets". And then a random guy who was standing beside this drop box throws something else down the chute and closes it up. What's up with the drop box, and who's the guy?

The "wallets" bin is actually a bank deposit box, generally used by businesses to drop off their cash and receipts at the end of the day without having to enter the bank. They're still common in Canada, not sure how common they are in other countries. The cash/receipts are placed in a oversized, zippered leather pouch called a wallet, often bearing the banks logo, which is then dropped through these big metal drawers, although I suppose one could just place the materials in any bag and toss it in. I think in the movie, Pidgeon's character is being a bit of a smart ass discarding a victim's wallet -- cleaned out of its money -- into a conveniently labeled receptacle, although the timing of the bit doesn't seem quite right, which could make it a bit of a puzzler for the average viewer. The random other guy almost appears like he's throwing a bag of waste in there, which doesn't help.
