Depopulation agenda

There's a scene where Robert Ryan is talking to Burt Lancaster and says "With proper planning we can reduce the population to 500 million."

I actually find that scene to be one of the most interesting parts of the movie. It makes me curious about the origin of the 500 million mantra. Executive Action was made in 1973. It predates the Georgia Guidestones by six years.
