Girlfriend to a cop AND a politician?

I know Coffy said "Do I look like a woman only one man can handle" or something like that, but I figure that was just part of her set-up. Now I'm not going to pretend I know what was going on between she and Carter, on one hand a lot of it just seemed that they were friends, but throughout the scenes with him in it it just seemed like there was something more than that, but at the same time she was with that fruity politician and seemed to really love him in the beginning also...or maybe I'm just mixed up, but some summaries and reviews say that the cop was her boyfriend...so how does that go?

I believe it was implied that Carter and Coffy used to be together and Carter was still smitten with her- thus trying to convince her to give their relationship another try and start dating each other again.
