Replacing smack with sugar...

Okay, I know NOTHING about drugs and the sort except to keep as far away from them as possible...now here's my question, Coffy replaces King George's smack with sugar, but when she's caught by Arturo and the others, they shoot her up with a dosage of the sugar...what happens when sugar's injected into you like it was with her? Or does anything happen?
