Name of actor in Mr. B's scene

Does anybody know the name of the actor who plays the buddy of the guy who samples the cocaine after the militants leave? He's wearing a light blue/grey double-breasted coat with a turtleneck. He has only one line -- "What's happening?"

I know his face from somewhere -- either other Blaxploitation movies or real-life from the '70s. His friend in the scene is listed as "Coke Buyer" (Chris Arnett) in the end credits, but he has no credit. He looks like a singer I can't recall from that era.
