Is Shaft inciting Bollins to interrogate him with the steel pad?

Basically it's at 29:08, when Shaft gets disrespectful to Captain Bollin, and Bollin in response says, "You know we can cool you off the old-fashioned way. We got a nice steel pad back there." And Shaft says, "OK, let's go." Was that an incitement for Bollin to do it, or was it Shaft giving into Bollins? If it is the first, Shaft has cojones.
The angry look on the guy's face to me implies that yes, Shaft was basically saying, "Do it, *beep* Also when Shaft says, "I can't be no help to someone broken by a steel pad," it seems his answer was indeed to that.
If so Shaft is indeed one brave bastard.
