So I watched this today after taping it off of TCM a couple of months ago and I was just wondering did Saul commit the murders at the beginning or was it his son Michael?

I would say it was probably Michael, as Saul just seemed to be batty and only killed Nora because she fell from the lighthouse. Since Michael was highly disfigured that would also account for the terrified reactions of the murder victims.
SPOILERS AGAIN..........
Saul also killed one of the men. Remember Saul hacked him with something when he fell in the water, & another guy shot Saul.
That is why the girl in the picture has that horrified look on her face. I just got that.
