Not only is he gay and a dandy, but he is insane from the effects of the smallpox that still scars his face: If you pay attention during one scene Phillip Vermeer refers to him as "Poxy." Fruity or no he's one of the most frightening and unique villains from the Spaghetti Western years. Unique enough at any rate for you to have remembered him and to have wanted to know more.

I don't think he's meant to be gay as he comes close to raping a woman in one scene.
I think he;s a 'whitened sepulture' - physically and morally corrupt and(literally) rotten but looking immaculate.
A memorable villain indeed and a fine performance.
