So Presidents don't order air strikes? And they never send in Navy Seals to take out an enemy? Or have control of our Nuclear weapons? And I wonder who Kay thinks gave the approval for D-Day, which not only killed thousands of our enemies men, but thousands of our own?

I think it's obvious what she meant by that statement. Presidents and Senators don't use lethal force for criminal purposes. They don't murder their rivals. I think the vast majority of Americans would view D-Day as a legitimate use of lethal force. Shooting some guy in the face so you can take over a casino is not a legitimate use of force. That statement shows how corrupt Michael's thinking had already become.
