Stupid Conclusion

Guards aren't supposed to have guns inside the walls. Courtland was supposed to be the good, humane guard, on Page's side. So why did he just go up and blast Page without a warning? Even that zip gun looked like a pipe so it couldn't have been much of a threat to anyone at that point, especially after it was fired. Why not just warn Page and make him get on the deck. I can see one of the corrupt old guards doing it, but not Courtland.
