Sounds about right: the actual director, David Cass, was a fairly high profile stuntman who probably knew all sorts of people in the industry. From what I heard Frank Q. Dobbs more leant his name to the production to get location permissions in Texas & New Mexico, where he had a certain amount of prestige as a television producer. He and Cass are credited with the writing but it wouldn't surprise me at all that somebody else had a hand in it, especially with the financing end.
