Stock music cue?

There's a scene where "young Jackie" is learning kung fu by trying to get a piece of chicken...if that makes any sense. There's a benign, sugary music cue playing on the soundtrack. This same music cue was used on an El Chapulin Colorado episode when he finds an alien baby in a space ship. If anyone out there knows anything about this music cue, please enlighten me.
