I haven't seen this yet, but I'm wondering if this movie is the deadbeat dad of SNAKES ON A PLANE! I'm debating whether or not to pick up a copy of Wherewolves on Wheels just so I can say I own it. :)

Maybe you are thinking of PSYCHOMANIA by Donald Sharp? They are just a suicide cult but they do terrorize the countryside. The best scene has the lead biker jump his motorcycle out of his grave after being buried sitting on it, and then at the end they all turn into Stonehenge rocks.

WEREWOLVES ON WHEELS has not been available in the US for ages, the director is a French dude named Michele Levasque, and the film is usually associated with "Euro Horror" because the only available release for ages were PAL VHS imports. But it's American stuff all the way and a total classic. You should definitely scoop it up, for $12 or so you'll have a DVD you'll watch more than once, and you can't say that about a lot of them.

I found this movie at Best Buy a few weeks ago. It's pretty fun to watch, they needed to show the werewolves more though. They barely showed them in the movie.
