Kowalski had made big time news. He was a medal of honor winner and hero cop that purposely got busted with dope in a protest. To the counter-culture of the 1960's he would have been a hero to many. Obviously he was one to her. You have to put your mind into the 60's/70's, and not 2014 when looking at this. News wasn't saturated and on 24/7... A story like that would have been huge and in all the major newspapers based on Kowalski's past heroics. Yes NEWSPAPERS. It used to be that most major cities had SEVERAL newspapers and if one ran a story like this, you bet they ALL would have. Heck, my home city used to have 3 newspapers, the "star" the "news" and the "times".
And honestly, I think with Kowalski's military and racing background him getting busted would be a story today too, it just wouldn't be as memorable since it would be on to the next story 30 seconds later.
