Is this movie really Shaft bailing Bumpy out?

Think about it Bumpy screwed up by killing the wrong person and he brought a terrible situation on himself, and if it wasn't for Shaft bailing him out he would have had a war
Or maybe Shaft was doing it for his people.

I think he did it more to save Marcy than anything to benefit Bumpy.
