Cotton around her heather

When Dennis returns from his first visit with the gypsies, he tells Mr. Hedges that he had helped an old woman with some things and that they "laid cotton around her heather"... at least I think that's what he's saying. Anyone know what laying cotton around the heather means? Or if he's actually saying something else? Thanks.
